🏡 Renters’ Rights Bill 2025 – 10 Key Changes Landlords in Cambridge Need to Know
The Renters’ Rights Bill 2025 has officially passed, introducing the most significant reforms to the private rented sector in England for decades.
For landlords in Cambridge and surrounding areas, understanding these changes is crucial to staying compliant, protecting your investment, and maintaining strong relationships with your tenants.

1️⃣ All Tenancies Become Periodic
Under the new rules, Assured Shorthold Tenancies (ASTs) are replaced by periodic rolling contracts.
This means tenancies continue indefinitely until ended by the tenant or by the landlord on specific legal grounds.
For landlords, this means less control over fixed-term end dates — but more flexibility when tenancies run smoothly.
2️⃣ New Written Tenancy Structure
Landlords must now provide tenants with a written statement setting out the terms of the tenancy.
Existing tenants don’t need new agreements, but they must be given a Government summary of the changes within one month of the new law coming into effect.
3️⃣ Clearer Rules for Ending Tenancies
Section 21 “no-fault” evictions are abolished.
Landlords can now only end a tenancy using a Section 8 notice, citing one or more legal grounds (such as selling or moving in).
However, landlords cannot regain possession to sell or move in during the first 12 months of a tenancy.
Tenants can leave at any time with two months’ written notice.
4️⃣ New Rules on Rent Increases
Rent can only be increased once per year, and tenants must receive two months’ notice via a Section 13 notice.
Tenants can challenge increases through the First-tier Tribunal if they feel they’re unfair.
Rent can only be taken monthly or less, and only one month’s rent may be accepted upfront at the start of the tenancy.
5️⃣ Restrictions on Rent Bidding
Landlords and letting agents must advertise a fixed asking rent.
Tenants can make offers up to that amount but can no longer be encouraged or permitted to bid above it — preventing unfair competition in the rental market.
6️⃣ Greater Rights for Tenants to Keep Pets
Landlords cannot unreasonably refuse a tenant’s request to keep a pet.
Requests must be answered within 28 days, and refusal is only permitted in limited circumstances (e.g., if building rules or freeholder conditions prohibit pets).
7️⃣ Anti-Discrimination Rules
It is now illegal to refuse tenants because they have children or receive benefits.
Landlords can still carry out affordability checks but must treat all applicants fairly and equally.
8️⃣ New Decent Homes Standard
All private rented homes must now meet the Decent Homes Standard — meaning they must be safe, well-maintained, free from serious hazards, and compliant with Awaab’s Law.
Landlords must respond quickly to issues like damp and mould, ensuring properties remain fit for habitation.
9️⃣ Landlord Registration and Redress
Every landlord will soon be required to register on the Private Rented Sector Database and join a new Landlord Ombudsman.
This system ensures accountability and gives tenants an easier route to resolve disputes.
🔟 Expanded Council Enforcement Powers
Local councils will have greater powers to fine non-compliant landlords — starting at £7,000 for a first offence, rising to £40,000 for repeat offences.
Tenants can also seek Rent Repayment Orders of up to 24 months of rent in serious cases.
